<p>Program Reports:</p>
<p>Solo –The SAC has a goal of “More seat time for all”. We will have at least 5 runs. The first event is at Gateway on April 1st and the second will be at Family Arena on April 15th. If a new person joins the club as an annual member, he will get two free entries.  Payments have been made to Family Arena.  Several ideas will be implemented to speed up our events, including the use of three grids. EVO school for 2012 has guaranteed a no financial loss contract for our club. We need to promote the event. EVO school is developing a new Novice school.  We wish to have on of the first ones. Solo had a table at the Gateway Kickoff and gave out magnets with the schedule.</p>
<p>Club Racing –15 cars were give annual tech inspections at the Gateway Kickoff. Mike Wolf will be the Chief of Tech.  Club Racing is preparing for the May race. $1000 will get an entry to the May and July races, banquet tickets and additional perks. The program could not work out a joint date with Chump Car.</p>
<p>Rally-X – There will be more events this year, but there are no local sites. Matt sat in on several Rally-X sessions at the National convention and will work with Brian Schwantner to obtain new sites.<br />
Road Rally – Ron Ferris will not be the chair in order to compete in National rallies.<br />
PDX–The first event will be May 16th, but we won’t open registration until Gateway provides a contract. 33 cars went through annual tech at the Gateway Kickoff.  Milwaukee Region will be having a charity PDX at Road America and would like to have St. Louis Region instructors participate. We will have another new instructors school this year. Some PDX experience will count toward a Club Racing license.<br />
Street Survival- The committee had a table at the Gateway Kickoff. Two schools are planned; one at Gateway on May 5th and one at Family Arena on September 29th. Registration is open and is limited to 30 students. No contract has been received from Gateway.<br />
100 Acre Wood-They had 65 entries and it went off without a hitch.  It was mentioned on Speed Channel.<br />
February Minutes: </p>
<p>We for got to approve them.</p>
<p>Treasurer’s Report:</p>
<p>The current reports do not show the 2011 Rally-X information. No expenses have been provided for Road Rally. Ron Ferris say the income and expenses are very small. Bill will contact Beth Whitworth about the 2011 tax returns. Bill will recompute the 2011 financial statements without the Performance Rally information.</p>
<p>Convention Report- Matt, Jose and Lynn talked about what they learned. The membership office will be launching several programs to get new members and retain current members. The National office is working with a Kansas City firm to improve the visibility and marketing of the Club. The Time Trials committee is pushing to have more hill climbs. The National office is working on a program with Wounded Warriors to have driving school for retuning soldiers.</p>

<p>Gateway Liaison- Jan was absent due to illness.</p>
<p>Gateway Kickoff- The Kickoff was very successful with 1000 people attending. Several cars were on display. See program reports for more info.</p>
<p>Bylaws- Carla is working on proposed changes. Nothing new at this time.</p>
<p>New Business:</p>
<p>Social Media-We have 190 likes on the Region Facebook page. Many new likes from drag racers who attended the Gateway Kickoff. Tim set up a Twitter account for the Region last year. Someone should be tweeting from all of our events.</p>

<p>Program Reports:</p>
<p>Solo –The SAC has been discussing the event format and scheduling in order to have more runs at each event. The budget is a rough draft, but should be close to final. Entry fees will not be increased. The SAC is discussing having event trophies or not.  Andy Hohl will chair the Evo School.  Discussing Test ‘n Tunes. The display has been repaired.</p>
<p>Club Racing –The 2012 budget is based on 100 entries. Some 2012 expenses are still unknown. Bryon wants to find his replacement and build the Club Racing committee. A Tech Chief is needed who will make a 3 year commitment. Steven will be asking drivers and others to be backers of the program by donating money to backstop the budget. The program will set up a PayPal account at no cost to the Region. Track cleanup at Gateway is March 3rd. Brian Cohn will invite workers from NASA. Steven will try to establish a relationship with an auto dealer.  Ken Patterson will inspect Gateway on January 3rd.</p>
<p>Performance Rally –No report.</p>
<p>Rally-X – No report and no budget.<br />
Road Rally –No report and no budget.<br />
PDX– The program is changing from charging by driver to charging by car plus the insurance for extra drivers. Budget will be submitted by the end of the week.<br />
Street Survival- The committee will start having meeting soon. The budget is for one school, but will probably have two.<br />
November and December Minutes: </p>

<p>Treasurer’s Report:</p>
<p>No PDX, Rally-x, or Road Rally budgets were submitted. PDX is waiting on track costs. Bill will send the financial reports by email this week. Bill analyzed the 4% fee. It should be good for 2012. Steven feels that raising the 4% fee to 6% to build the coffers would be a good idea. The BoD discussed this idea. Chuck asked about the banking fees. Some charge card fees are to be returned. Charge card fees have been stopped.</p>

<p>Membership Report – No report. </p>
<p>Old Business:</p>
<p>Banquet- 52 people registered. Six comped from Gateway. Three comped from Solo. Email blast to be sent January 10th. A TV and a DVR player will be given away.</p>
<p>Awards Committee- Bill has the Region awards and is waiting for the program awards.  </p>
<p>Gateway Liaison- Bruce Stevens has talked to Dan Harman about the Tech-o-rama and Dan said it would const $2500. Jan spoke with Dan and he was quoting the price for the Street Survival school.  Tech-o-rama will be free and will be called the Gateway Kickoff. We will provided $500 for food. The date for the Street Survival was bumped to May 5th and is firm.</p>
<p>Board Vacancy- Jose Hernandez was the only person to express interest in filling the vacancy and has be appointed to the BoD.</p>
<p>Wheelspin- Eileen needs articles. Each BoD member should write something.</p>
<p>New Business:</p>
<p>Bylaws- Carla has volunteered to update the bylaws.</p>
<p>Purchasing and bidding- Cesare wants to get at least three bids for everything we buy. BoD discussed policy and procedures. </p>
<p>Sponsors- BoD discussed how to relate to sponsors and the responsibilities of both parties. Ceasre will contact the programs about their sponsorships.</p>

<p>Program Reports:</p>
<p>Solo –Jan Rick is the new Solo committee chair.  The program has scheduled 12 points events.  Four will be at Gateway.  Six will be at Family Arena.  Two will be at Blytheville, AR.  Evo school will be at Gateway and the Novice school will be at Family Arena.  There will be a National Tour at Gateway in November.  The committee is working on a mission statement and goals and better scheduling at events.  </p>
<p>Club Racing –May need to raise entry fees for 2012 due to low attendance.  Bryon sent a budget.  There are questions about the Region’s radios and Gateway’s radios.  There may be a shortage of Chiefs and workers.  Crash, Fire and Rescue school is back burner.  Ned to work on getting more entries.</p>
<p>Performance Rally –Has been spun off as a separate organization.  We will continue to support there events.</p>
<p>Rally-X – There were five events last year.  Possibly, there will be more events in 2012.  Most events will be at Bonne Terre.  Brian Schwanter will continue as chair.<br />
Road Rally –No report.<br />
PDX– The committee will start meeting again on the first Monday of the month.  Plans are for four Wednesday afternoon events and one Saturday event.  Jose Hernandez and Alex Furla will be the program co-chairs.<br />
Street Survival- Plans call for two schools’ one each at Family Arena and Gateway.</p>
<p>November Minutes: </p>
<p>We forgot to approve them.</p>
<p>Treasurer’s Report:</p>
<p>The Profit and Loss statement needs to be revised.  A comparison of 2011 and 2010 financials show a large drop in revenue due to the closure of Gateway and the suspension of the Club Racing and PDX programs.  Solo revenue was down slightly.  The charge card processing fees are being taken care of.  Our bookkeeping service will take over writing our checks.</p>
<p>R. E. Report- Cesare presented the BoD members with binders containing his goals, expectations and duties of board members, and the region bylaws.  Cesare wants to hae a “full court press” to find new leaders.  We need to share responsibilities and get new ideas.</p>
<p>Membership Report – Membership numbers are steady.  Steve will stay on as chairman until a replacement is found. </p>
<p>Old Business:</p>
<p>Tech-O-Rama- This will be held at Gateway in March.  It will be held in conjunction with other clubs.  </p>
<p>Banquet- Charlene will meet with Spazio’s to go over the contract this week.  Menu is set.  Dave Jones has arranged for sponsors to send a couple of boxes of goodies.  Pricing is set.  Trivia contest about Region history.  Jan discussed how to present the Solo awards.  Julia need the membership list.  Motorsportsreg should be up by this weekend.  Curtis Francois will speak about the future of Gateway.</p>
<p>Motion: Rick/Schnardhorst The Region charge $30.00 per person/$35.00 Non-member and $13.00 for kids for the banquet.  Approved; Unanimous</p>
<p>Awards Committee- Bill final list of nominations.  Bill will be contacting two sources about awards.  Bill has two bids for similar awards but there is a big difference in price.  </p>
<p>New Business:</p>
<p>Gateway Liaison-Negotiations are different with the new management at Gateway.  There is no contract with them yet.  However Jan presented the schedules for Club Racing, Solo and PDX events at Gateway.  Pricing is to be same as 2010.  Food for Club Racing should be cheaper.</p>
<p>Board Vacancy-  The BoD entered an executive session to discuss the vacancy, potential candidates and process to select a new member.</p>
<p>Motion:  Weatherford/Osmoe  To ask members to express interest in serving on the board with the decision to fill the vacancy to be made at a special BoD meeting 6 PM Decemer 19th, 2011,  Approved; Unanimous</p>

<p>Program Reports:</p>
<p>Solo –The Solo program radios need to be replaced.  Many of the current radios have failed or are in poo condition.  The Club Racing radios will need to be returned.  The program wants to purchase 18 new Motorola radios, block chargers and software for $3535.98.  Since this is a capital expenditure the BoD needs to approve it.</p>
<p>Motion:  Rick/Wilson To approve the expenditure of $3535.98 by the Solo Program to buy 18 new Motorola radios, block chargers and software.  Approved, unanimous.</p>
<p>Club Racing – With the reopening of Gateway, the Bryon reports that the Region is working with Midiv on scheduling races in 2012.  There may be two Regional/National weekends.</p>
<p>Performance Rally –The new group is up and running.  They are working on insurance.  The new bylaws have been written.  The new rally at Perryville at the end of October will be their first event.  18 to 20 entries are expected.  Still working on getting the bank accounts separated but that will be done before the Perryville rally.</p>
<p>Rally-X – Looking to have an event at Perryville the Sunday after the Rally.<br />
Road Rally –No report.<br />
PDX– The program is looking forward to several events in 2012.<br />
Street Survival- The Region will assist the BMW club with a Street Survival school this month.</p>
<p>September Minutes: Will be approved by email.</p>
<p>Treasurer’s Report:</p>
<p>Lon discussed the financial statements.  Performance Rally is responsible for most of our profit.  Therefore, the Region is really at break-even with the separation for the Rally program.  The Solo books and the Region books are very close.  The bonding will be paid in November.  Lon will look into unexpected credit card fees.</p>
<p>R. E. Report- Rod Wolter is the track manager.  Dan Harmon and one other person are the current employees.  The Porsche Club will have an HPDE on November 13th.  Ken Patterson will meet with Rod to re-approve the track for SCCA use.  The Solo program wants to look at the lot on October 13th.  See new business.</p>
<p>Membership Report – Currently we have 499 members.</p>
<p>Old Business:</p>
<p>Nominating Committee and Elections- Several candidates attended the meeting.  An email blast with the bios of the candidates has been sent.  The ballots will be mailed October 10th.  The candidates are invited to the October social/meeting.</p>
<p>Banquet- Julia and Charlene continue to work on the banquet.</p>
<p>Bowling Night- The bowling alley has increased the price of food.  We just want pizzas.</p>
<p>Awards Committee- Bill still needs nominations.</p>
<p>New Business:</p>
<p>Gateway Communications- The BoD discussed how to communicate with Gateway.  There needs to be a pecking order on both sides to manage to flow of information and negotiations.  We must be non-confrontational while making the best possible deals.  Steven wants the program chairs involved at every step and to be part of the team.  There should be a small committee responsive to the program chairs.  </p>

<p>Program Reports:</p>
<p>Solo –Solo reports that there will be some unforeseen expenses not reflected in the budget.  The Program needs to have the Family Arena lot swept on July 1st before the Evolution School and Divisional.  The cost is $620.  Also we need to hire someone to watch the lot overnight during the Divisional.  More port-a-potties are needed.  Two won’t be enough.  FAmily Arena is rebating $1100 due to the trash on the lot from the flea market the day before the May 8th event.  The sound meter is not working and will be sent for repair.  126 entrants at the April 8th Solo and 106 at the May 8th Solo.</p>
<p>Motion: Rick/Wilson  BoD suppots Solo spending money for the lot sweeping, port-a-potties and security.  Approved: Unanimous</p>
<p>Club Racing – The Club Racing committee is continuing to work on the proposed joint race with Des Moines Valley Region will be a Regional/National. </p>
<p>Performance Rally – Information on the change in banks will be passed to Margarite DeMotte.</p>

<p>Treasurer’s Report:</p>
<p>There is an apparent $400 discrepancy in the Performance Rally account.  Lon feels that too many people have access to the Quickbooks accounts and that the Quickbook accounts need to be merged.  Also, he is not on any of the accounts and as Treasurer should be on all of them.</p>
<p>Motion: Deprow/Schnardthorst  The BoD directs the Treasurer and the Program chairs to consolidate accounts at one bank.  Approved: Unanimous</p>
<p>A.	E. Report- Steven presented information of specific program financial results.  Some of the PDX program’s losses were due to Street Survival and Drifting program losses.</p>
<p>The reason for the decline in cash in the main account is due to spending a lot of money when times were better.  One example was the professionally published Wheelspin.</p>
<p>Goals Steen sees for the BoD.  We need to stop attrition before we think about growing.  How can we increase the value of membership in the Region?  We need a presence on Facebook.  We need a publicity committee.  How do we integrate programs?  We need a  PR person at each event to greet and talk to each new person.  WE need to bring in club racers as Street Survival instructors.</p>
<p>Membership Report – No report this month.</p>
<p>Old Business:</p>
<p>Tech-o-rama 2011- There will be new vendors and sponsors.  And a new charity for the 50-50 drawing.</p>
<p>New Business:</p>
<p>Motion: The BoD will spend $25 to digitize the Region logo with SCCA Gear.  Approved.  Abstained: Rick.</p>

<p>Program Reports:</p>
<p>Solo –The SAC and Chiefs will meet at Family Arena on February 27th to work out event procedures.   A Solo Town Hall will be held at Spazio’s on March 1st.  The first event will be April 3rd.</p>
<p>Several members of the Board expressed concern that the Solo program will be giving certificates instead of trophies at our events.  These members suggested that the Region provide a subsidy of $1500 to the Solo program for event trophies.  This will be discussed with the SAC.</p>
<p>Club Racing – With the sale of Memphis Motorsports Park, the Mid South Region has been in contact with our Club Racing committee about partnering on holding events at Memphis in 2012.  See the National Convention Report for other news.</p>
<p>Performance Rally – Entries for 2011 are ahead of budget at this time.  More entries are expected.  Visits to the 100 AW website are way ahead of last year.</p>
<p>Rally-X – Steve reported that the program would like to hold at least four events in 2011 and would also like to have a Divisional Rally-X if a suitable venue can be found.  Curt Faigle previously sent a budget projecting a $200 gain for the year.<br />
Road Rally –Tentatively, six regional rallies have been scheduled.  These will be fun type rallies.  One National Rally has been scheduled.  The Road Rally program and the BoD will work together to promote these rallies and improve attendance.<br />
PDX– The event proposed by Bob Mondschein at Family Arena for our PDX and Club Racing drivers has been referred to program chair Jose Hernandez for coordination.  Jose has been in contact with the National office to see if this event can be a Solo Trials.  See the National Convention Report for more news.<br />
Street Survival- There will be three Street Survival Schools in 2011 at Family Arena.  The BMW Club will hold two in June and October and the Region will have one in August.</p>

<p>Motion: Friesenborg/Slotten  Approve January minutes.  Approved: Unanimous</p>
<p>Treasurer’s Report:</p>
<p>Lon presented to financial reports for the year to date.  The Region’s finances remain in good shape.  Lon has received a bid to do our taxes for $600.  This is cheaper than what we have been paying.  More bids will be solicited.</p>
<p>R. E. Report- See National Convention Report.</p>
<p>Membership Report – Steve reported the Region currently has 575 members.  Membership retention was strongly emphasized at the National Convention.  The Board discussed contacting members whose memberships have lapsed about renewing.</p>
<p>Memorials- The $100 per annum donation to the SCCA Foundation was part of the pledge made by the Region at the National Convention.</p>
<p>New Business:</p>
<p>2011 Budget- All budgets were amended as needed to reflect the change of the Region fee from 6% to 4%.</p>

<p>Rallycross Budget- </p>
<p>Motion: Friesenborg/Schnardhorst  Approve Rallycross budget.  Approved: Unanimous</p>

<p>Motion: Wilson/Deprow  Approve Road Rally budget.  Approved: Unanimous</p>
<p>Performance Rally Budget- </p>
<p>Motion: Friesenborg/Wilson  Approve Performance Rally budget.  Approved: Unanimous</p>
<p>Solo Budget- Approval of the Solo budget was deferred until the Evolution School portion of the Solo budget is updated.</p>
<p>National Convention Report:</p>
<p>Steven Burkett, Chuck Deprow and Lynn Wilson attended the convention and contributed to this report.</p>
<p>The Region won two awards.  St. Louis received the Tom Burke award for region growth among large regions, for our exceptional 8% growth.  Along with this award came a check for $880 and a 15% reduction in sanction fees for 2011.  We also received the Regional Achievement Award in recognition of our leadership in customer service,  growth, and member retention.</p>
<p>Customer service was the main theme of this year’s convention.  They are using customer service guru Bob Farrell’s Give ‘em the Pickle program.  Carla Russo presented a portion of the program as she did last year.  Rick Myers, SCCA Region Development Manager, visited one our PDX’s and was so impressed with our customer service that he convinced the National staff to create the “Pickle Award”.  Carla, Chuck Deprow, Jan Rick, Jose Hernandez and Lynn Wilson received Pickle Award trophies although all of the PDX committee, officials and instructors deserve a trophy also.</p>
<p>Mark Walker, the RE of Nebraska Region, approached Steven about jointly holding a race at MAN, probably a double National.  Dan Harrington, RE of Des Moines Valley Region, approached Steven about jointly holding a race at MAM, probably a Regional/Rational.</p>
<p>Dan Harrington also approached Chuck and Jose about holding a “PDX in a box” at a location near Des Moines.  DMVR wishes to start a PDX program and feels we are the best people to show them how to do it.</p>
